Are you working each cross by itself, before starting the next one? Or are you working in rows... a diagonal stitch across on one "trip", then returning to cross the diagonal on the second?

The first method generally requires more floss than the second one. If they calculated floss requirements for the second method, you'll always be short of floss.
References :
50+ years of hand embroidery

How else do they sell their products, if you don't have enough floss you have to buy some more. I think it happened to most of people, and I have extra floss to embroiled or do smocking on baby cloth.
References :
I have never been short of floss. Do you need to check your tension? It may be too loose.
References :
It happens to me on occasion, I just call the company that designed the kit and ask for more, they always send it for free. I've found it happens with cheap kits that I found on Liquidation, when I pay full price for a beautiful kit by a reputable company I never have a shortage. Sometimes, I even end up so much leftover I could probably do the kit again without needing more floss, in some colors.
